Zoho Projects is the quiet price leader in project management, and the pricing page leads with the number that gets people to sign up: a free plan for up to 5 users. What the headline conceals is that the free plan carries a 3-project cap, that every paid tier publishes two prices depending on the billing cycle, and that the people who only need to look at work — clients, executives, auditors — sit outside the plan price entirely.

Zoho Projects prices per active user, with no seat minimum — a three-person team pays for three. Below is each paid tier priced both ways at three team sizes. The monthly column is the same software for a flat dollar more per user; the premium percentage shrinks as the tier rises, but the dollars scale with headcount.

On users, Zoho Projects runs the most generous free plan in the project-management category we have priced: 5 users against ClickUp's unlimited-but-metered members, monday.com's 2 seats and Asana's 2 users. The constraint is placed one level over, on the work itself:

Three add-on groups sit outside every plan price. Lite Users are view-only team members who can see tasks and log time — the way agencies usually want to expose work to internal stakeholders. Resources schedule the rooms and equipment around the work. Client Users give customers their own portal. None of the three is folded into Premium, which is why the $4 sticker and the invoiced number drift apart for any team with an audience: a client-services team that needs a dozen client logins is shopping in Ultimate's territory, because 100 read-only users are already included at $14.
Zoho Projects is unusual in that the monthly penalty is a flat dollar amount rather than a percentage of the tier. Every paid tier costs exactly $1 more per user per month billed monthly:

Two practical readings. First, the penalty is small in percentage terms compared with the +43% ClickUp charges on Unlimited or the +33% monday.com applies to its CRM — but it is not zero, and a 50-user workspace leaves $600 a year on the table by staying monthly. Second, the flat structure means the tier choice and the billing choice are separable decisions: upgrading from Premium to Enterprise multiplies the bill by more than two, while switching the billing cycle adds the same $12 per user per year on either tier.

Three caveats keep this honest. ClickUp's Unlimited tier carries no project cap and its free plan has unlimited members, so part of the $540 gap buys back flexibility that Zoho sells through Enterprise's read-only allowances. monday.com's 3-seat minimum makes its effective floor higher still for very small teams. And entry tiers are not feature-identical — the comparison holds for teams whose needs are tasks and projects, which is the comparison most buyers are actually making at this price point.
Zoho Projects Premium is the cheapest credible 15-seat project-management bill we have priced at $720 a year, and it holds that position at 50 seats ($2,400) against every tool in our tables. Staying on it — or moving to it — is the right call when your team fits inside per-user billing, your viewers and clients are few enough for the Enterprise allowance or cheap enough as add-ons, and the Zoho ecosystem is already part of your stack: Zoho CRM's Professional tier at $23 per seat is the same vendor's flattest ladder on the CRM side, and the two tools share the same billing account.
Before you commit, run four checks: count projects, not users, against the free plan's ceiling; list everyone who needs to see work without doing it, because they are the add-on line; confirm your billing cycle against the flat $1 ladder; and check your attachment volume against the storage column. Those four answers decide the number — the plan names do not.

The pricing page lists Free at $0 for up to 5 users (3 projects, 5 GB), Premium at $4 per user per month billed yearly or $5 monthly, Enterprise at $9 or $10, and Ultimate at $14 or $15. Yearly billing is advertised as saving over 15%, and a 15-day trial of the paid tiers requires no credit card.
The 5-user allowance is real, but the plan caps work at 3 projects and 5 GB of storage. The moment a team needs a fourth project, every user moves to Premium — $20 per month billed annually at 5 users, or $240 a year for the plan described as free.
Annual, by exactly $1 per user per month on every paid tier: +25% on Premium, +11% on Enterprise and +7% on Ultimate. At 15 users that is $180 more per year on any tier; at 50 users, $600.
Lite Users, Resources and Client Users are priced separately from the plans, quoted through Zoho's sales flow rather than printed on the pricing page. Enterprise includes 10 read-only users and Ultimate includes 100, so teams with many viewers or client portals should price Ultimate against the add-on quote before settling on Premium.
At 15 seats on annual billing: Zoho Projects Premium $720, ClickUp Unlimited $1,260, monday.com Basic $1,620 (with a 3-seat minimum on top for small teams). Zoho is the cheapest of the three, with the trade that read-only and client access sit behind add-ons or the higher tiers.
